Who we are

The Municipal Planning Institute (IMPLAN) was created in 1994 as a decentralized public agency which, guided by a comprehensive vision, orients and advises the municipality of León in planning its development in the short, medium and long term. This planning scheme allows continuity in the city’s projects, transcending political administrations.

IMPLAN comprises four departments: a Board of Directors, a General Directorate, a Technical Section, and Committees and Workgroups.

The Board of Directors is the highest authority within the Institute, its members being named by the City Council.

The Technical Section is a multidisciplinary group of professionals and technicians engaged in research and analysis. It also promotes participation in the planning process.



To strategically position the Municipality of León and its region through the consolidation of planning exercises by different societal and government groups in order to permanently promote integral human development.
