The strategic planning process on the different fields of municipal development just started, thus establishing a system called “Leon to the Future” as part of a comprehensive, continuous and participatory planning with a long-term vision.

Leon Municipality approved the Territorial and Urban Management Plan. The new planning structure became a methodological parameter to provide legitimacy and continuity to the local public administrations, and so, guarantee the citizen autonomy and empower the technical service of the IMPLAN.

From then on, the Institute has generated important projects for the city, like the Strategic Plan of Social and Economical Development; the descriptive phase of the Ecological Management Plan (1999); “Leon to the Future, the Children Vision” and the diagnostic phase of the Ecological Management Plan (2001).

The first Portfolio of Investment Programs and Projects was generated, which set the bases for the Government Plan of the 2000-2003 Municipal Administration. Up to this moment, three more portfolios has been created, one for each administration: 2003-2006,  2006-2009, and 2009-2012.

As part of the planning system updating project, the IMPLAN produced the Strategic Plan for Municipal Development 2005 Vision, which was originated from the civic participation, by means of strategic lines in different society sectors.  

The Strategic Plan was updated to a 2030 Vision; through 10 lines of planning, it dealt with: housing, health, economic direction, ecological sustainable development, education, culture, sports, infrastructure and equipment for development, civic participation, good governance, and rule of law.

The Territorial and Ecological Management Plan was updated; it identifies the territorial conflict issues of the city and propose policies of conservation and exploitation of natural resources, besides protection, restoration and maintenance of all ecological goods and services of Leon.
