ABOUT US

The Municipal Institute of Urban Planning (IMPLAN) was created in 1994 as a public decentralized agency, which through an overall vision, guides and advises the municipality in the planning for the orderly and sustainable development in the short, medium and long term. This planning system allows the urban planning projects to continue despite municipal administrations.
MISSION
Strategically guide and advise the city of Leon and its surroundings by consolidating the exercises of different social partners and government; thus to promote permanent overall development for human beings.
VISION
IMPLAN “a bridge to the future being built by Leon”. The Municipal Institute of Urban Planning, an innovative organism that promotes and coordinates overall municipal development; a bonding center between society and government.

Interdisciplinary and Multi-sectoral Goals

Strategic planning is a process of administration and agreement with civil society, technical groups and local government.
Civic Participation System:
This system is based on the coordination between local government organisms and the citizens, with the aim to build an institutional framework that would lead all planning attempts towards long-term overall development.
The Civic Participation System consists of the following organisms:
Urban and Rural Community Councils
These councils consists of representatives from different districts and rural communities. Annually, they take part in the proposal of works and actions for the COPLADEM program.
Sectoral Councils
They work with different municipal government leaderships, and suggest new sectoral programs and projects. Annually, they take part in the proposal of institutional works and actions.
COPLADEM System
It constitutes the structure for the civic participation, its function is to analyze, enable, and prioritize citizen requests for works and programs. It runs as an input in the elaboration and update of the annual Government Plan.
Strategic Planning Commission
There is one for each line of the Strategic Plan for Municipal Development. They consist of organized members of the society and the three levels of government, together with members of the IMPLAN’s Board of Directors.
Planning Assembly
These are plenaries sessions of the Civic Participation System, with the aim of updating the planning system. The meetings facilitate the start and closure of the strategic planning procedures and the portfolios of the investments on public administration projects. There has been about two sessions annually since the year 2000.
